The Dutch Board for the Authorisation of Plant Protection Products and Biocides (Ctgb) assesses whether plant protection products and biocides are safe for humans, animals and the environment before they are sold.
The Ctgb is independent, but operates within European and national legislation and policy regulations. The assessments of products authorised by the Ctgb are largely public. Anyone can find out on the basis of which studies the Ctgb authorised a pesticide and which considerations played a role.
Based on its technical-scientific expertise, the Ctgb also advises various ministries on legislation, regulations and policy regarding plant protection products and biocides.
Solution
Ctgb implemented a new organisation-wide collaboration platform based on Nimbl case management and Microsoft SharePoint Online.
The primary application for assessment and authorization processes as well as the supporting internal Ctgb processes were analyzed and translated into case models using CMMN: board meetings (“Collegevergadering”), service requests, internal policies, legal cases, …
The data from an existing CRM application was migrated to the Nimbl contact management module. In addition, preparations were made for setting up a customer portal where applicants and authorization holders are be able to apply for a license (renuwal, adjustment, ...)(using digital forms) and follow up on applications and authorizations.
The documents supplied by the applicant and Ctgb work- and decision documents are stored in SharePoint Online. The seamless integration of Nimbl, SharePoint Online and Office 365 facilitates document collaboration.
Furthermore, links were developed between the Nimbl case management and other Ctgb core systems:
- At the right time in the application and assessment process, Nimbl injects invoices in the financial solution. Payment information then automatically flows back, where it triggers subsequent steps in the process.
- Via integration with the existing custom built planning engine, Nimbl orchestrates the planning of scientific assessors and monitors and displays the progress of each application that enters the system.
- When a decision is reached by the team of assessors and validated by the board, the formal decision is published to the authorized products register (MST).
- Finally, reporting on application, authorization and process data from both Nimbl and the linked Ctgb systems is achieved by setting up a Data Warehouse with user-friendly and clear Power BI dashboards on top.
