Organisation

The Flemish Community Commission (VGC) is the base and the hub of the Flemish community in the Brussels Capital Region, and is there for everyone who wishes to connect to the Dutch-speaking network in Brussels. The VGC is the government body responsible for urban policy, culture, youth, sport, education, training, student affairs, well-being, health and the family.

It wants to enhance the quality of life in the city in several domains. It therefore develops and supports an open Dutch-speaking network of services and activities in all its areas of competence. The Flemish Community Commission also wants to offer new opportunities to certain target groups.

Solution

The behaviour of the back-office and digital portal functionality will be set up through CMMN templates. The designs will translate into runtime functionalities invoked by performing tasks, often ad hoc, in line with the Adaptive Case Management vision.

The solution exists of the following building blocks:

Digital portal: the functionalities made available to the users of the E-counter (Establishing Powers and other organisations) for applying for and following up subsidies + supporting system functionalities.

Back office: the functionalities made available to the users of the Back office (FCC file handlers) + supporting system functionalities.
Integrations: the integrations with external systems or sources

Integrations: the Nimbl contact management is integrated with the VGC CRM solution and the existing SharePoint solution is integrated for document management.

For the VGC, there is a clear impact at different levels:

  • For schools, because of the digital e-desk environment, ‘self-service’ is now the norm.
  • Master data quality has increased tremendously as changes can be passed on through the eloket.
  • Insight for client and SCC into status and details of grant applications
  • Direct communication elocet back office makes processing possible and especially speed of response has increased enormously
  • Transparency and uniformity in work, without losing emphases for freedom. Grant calculations, for example, are deliberately still left a piece of knowledge work
  • Complex application forms in-house via form designer.
  • Phased approach pays off, policy domain by policy domain can be added over time.
