A new digital project portal for VMSW
VMSW has recently implemented a digital platform with Nimbl. Social housing corporations can now submit their applications for housing projects to VMSW digitally and more quickly, allowing VMSW to process the many applications more efficiently.

Thanks to the renewed and centralised e-counter for social housing companies and local authorities, developed by Nimbl (an Anchr solution), social housing companies can now collect applications for their housing projects digitally and more smoothly with the VMSW. Based on a legislation-based logic, a programming overview can be consulted where one can monitor the progress and planning of housing projects. This enables the Flemish Housing Society to process the many applications more efficiently and to map out the various policy assessments more clearly as well as anticipate by means of automated tasks.

About VMSW

The Flemish Society for Social Housing (VMSW) is an externally autonomous agency of the Flemish government within the policy domain 'Environment'. The VMSW facilitates social housing by financing and supporting local social housing organisations (mainly social housing companies and social rental agencies) in the realisation and rental of social homes, and in the establishment or financing of housing infrastructure (e.g. roads, sewage, landscaping) for social housing projects. 

A complex but successful process

Given the large multiplicity of applications, the many rules surrounding policy assessments, and the programming of funding, there was a need for a platform to streamline these various processes, properly monitor them, and make them transparent. More openness within the organisation regarding specific information from local authorities involved in the different projects was essential.

A practical and simplified platform

Nimbl has implemented the entire transition to the new Adaptive Case Management platform for the VMSW and added intelligent custom solutions to it.
 
Through bi-weekly workshops with the various knowledge domains, the functional requirements were gathered and incorporated into the platform through effective analysis. Anchr also provided three different interfaces specifically tailored to the requirements of the Webplatform Vlaanderen.

VMSW - E-portal project portal

Through an integration with the access management of the federal government via e-ID, a predefined governance has been implemented where various roles with defined rights can grant access to third parties. This has created more transparency within the organisation. For example, an initiator can view specific information about the local authorities involved in the projects through the e-loket. To gain real-time insight into the calculation of the cost prices per step in the process, an integration has been built with a project simulator, from which different housing units can be selected in the portal to calculate cost prices based on the custom simulation tables.
 
The programme logic stems from the rules established in a procedural decision, which are enforced in the applications. Legislation determines the timeframe within which the financing of the projects can be requested: multi-year planning, short-term planning, or the annual budget. Demolishing an old house can easily be included in an annual budget, but substantial investments such as laying drainage or building a new road are first placed in the multi-year planning. Specific business rules ensure that the e-loket provides an accurate indication of the timeline for the financial phases of the project to be completed.

Finally, Nimbl has supported the VMSW in migrating the extensive data from the existing application to the new e-loket using migration APIs.

A better insight into the future

With the launch of the new e-portal, VMSW is ready for the future and has a flexible and adaptable solution that evolves with all the changes that can occur in a process, such as changes in procedures, cost calculations, or changes in the relationship with partners.
